Рассматриваются вопросы формирования нового подхода к исследованию имущественных комплексов университетов, в составе которых традиционно преобладает недвижимость. Их актуальность определяется государственной политикой РФ в сфере высшего образования, важными приоритетами которой стали совершенствование управления имущественными комплексами на цифровой основе, ориентация в перспективе на создание кампусов мирового уровня.</p></sec><sec><title>Материалы и методы</title><p>Материалы и методы. Представлена характеристика исходных материалов исследования, составленных на основе официальных статистических данных, формируемых государственными органами РФ. Отмечена недостаточность сведений официальной отчетности для полноценного изучения вопросов развития недвижимости в составе имущественных комплексов университетов, имеется только возможность определения их основных характеристик, связанных со структурой и инвестициями в разрезе отдельных видов имущества. Подчеркивается, что при переходе к цифровизации во всех сферах экономики важно существенно преобразовать и статистическую информацию, связанную с имущественными комплексами университетов.</p></sec><sec><title>Результаты</title><p>Результаты. Исследованы три аспекта в анализе объектов недвижимости, в контексте которых проведен комплексный анализ эффективности вложений средств государственного бюджета в имущественные комплексы российских университетов. Выявлены тенденции, существенные для оценки текущего состояния и прогнозирования ситуации со строительством и реконструкцией недвижимости в составе имущественных комплексов университетов. Отмечена основная тенденция, на которой было сконцентрировано внимание — риски возникновения объемов незавершенного строительства, которые надо сокращать в целях обеспечения эффективности реализации государственной политики РФ в сфере высшего образования.</p></sec><sec><title>Выводы</title><p>Выводы. Предложен комплекс мероприятий, которые могут быть реализованы на уровне государства в условиях цифровизации, начиная с расширения информационной базы по эксплуатируемым, строящимся и реконструируемым объектам недвижимости, заканчивая предложениями по включению показателей состояния имущественных комплексов университетов в состав показателей их рейтингов, в том числе на основе создания на цифровой платформе информационной системы о состоянии объектов недвижимости.</p></sec></abstract><trans-abstract xml:lang="en"><sec><title>Introduction</title><p>Introduction. The paper considers the questions of the formation of a new approach to the study of property complexes of universities, which are traditionally dominated by real estate. Their relevance is determined by the state policy of the Russian Federation in the sphere of higher education, the important priorities of which are the improvement of the property complexes management on the digital basis, orientation to the creation of world-class campuses in the future.</p></sec><sec><title>Materials and methods</title><p>Materials and methods. The characteristics of the source materials of the study, compiled on the basis of official statistical data generated by the state authorities of the Russian Federation, are presented. The insufficiency of official reporting data for a full-fledged study of the issues of real estate development within the property complexes of universities is noted, there is only the possibility to determine their main characteristics related to the structure and investments in the context of certain types of property. It is emphasized that during the transition to digitalization in all spheres of the economy, it is important to transform significantly the statistical information related to the property complexes of universities.</p></sec><sec><title>Results</title><p>Results. Three aspects in the analysis of real estate objects were studied, in the context of which a comprehensive analysis of the effectiveness of state budget investments in the property complexes of Russian universities was carried out. The trends that are significant for assessing the current state and forecasting the situation with the construction and reconstruction of real estate as part of the property complexes of universities were identified. The main tendency, on which the attention of the authors was focused, was noted — the risks of incomplete construction, which should be reduced in order to ensure the effectiveness of the implementation of the Russian Federation state policy in the sphere of higher education.</p></sec><sec><title>Conclusions</title><p>Conclusions.
